Rochester Residents Still Owe Millions in Tickets

In 2010, the city of Rochester made the decision to install red light cameras throughout the area. Since then, Mayor Lovely Warren said, the program had the tendency to impact the zip codes with the highest poverty rates. As such, the city decided not to renew its contract with Redflex Traffic Systems, and the red light cameras stopped working on December 31, 2016.

The effects of the cameras, however, are still being felt.

Though the City of Rochester’s Red Light Camera Traffic Safety Program has ended, citizens still have unpaid fines to worry about. Specifically, there is an $8 million balance of unpaid tickets. There are more than 115,000 tickets that have still not been paid for. That includes $7 million worth of fines from tickets that are over 120 days past due.

Even though the red light camera program has ended, Mayor Warren has said that any ticket received in the mail for an infraction before December 31 must still be paid. After 90 days, the ticket is sent to a collections agency.

Even though red light tickets are only $50, for some of the city’s residents who are on a fixed income, it can seem impossible to pay for. One resident said she pay have racked up nearly 20 red light tickets when the cameras were active.

The goal of the Red Light Camera Traffic Safety Program was to, as the name suggests, increase traffic safety. However, a study showed that results were inconsistent. Further, the program had a disproportionate impact on those who couldn’t afford to pay their fines.
